Sesterce plans to invest more than €10bn ($11.18bn) to build a renewable-powered artificial intelligence (AI) campus on the site of the former Kaipola paper mill in Jämsä, Finland.

The French AI infrastructure developer expects initial construction in Jämsä to begin in 2026.

Development will start with a 200MW facility, followed by a second phase expanding capacity to 600MW.

Sesterce aims to build more than 1GW of AI computing capacity across industrial locations in Finland over the longer term.

The company said the Jämsä project has an existing anchor customer and committed workload capacity.

Construction is expected to employ approximately 2,000 people, it added.

Sesterce has committed to contracting primarily Finnish companies and subcontractors, while the operational campus is projected to create around 300 permanent jobs.

The company has set four commitments for the development, to be audited annually by an independent third party and reported publicly.

For every 1MW consumed by the campus, Sesterce will enable 1MW of newly built renewable generation on Finland’s electricity grid within ten years of operations beginning.

According to the company, cooling will use a closed-loop liquid system drawing on harvested rainwater and recycled water, without drinking water.

The development forms part of Sesterce’s strategy to assess industrial site redevelopments across Finland.

The company develops and operates AI computing infrastructure through entities in France, the US, and Singapore.

Sesterce CEO Youssef El Manssouri said: “Our planning is based on energy-efficient and flexible operations. The Sesterce Campus projects will use liquid cooling, deliver high energy efficiency and feature controllable and flexible power consumption. Opportunities for utilising waste heat are also being considered as part of the design.”

Last month, Tech giant Google also unveiled plans to invest at least €13bn in Finland’s digital infrastructure across 2027 and 2028, describing the investment as its “largest single investment” in Europe so far.
