German tech major SAP has announced a collaboration with France’s AI sector, establishing new and expanded partnerships with companies including Bleu, Capgemini, and Mistral AI.
The initiative aims to develop AI-led sovereign cloud solutions designed to protect European data and intellectual property, as well as support the region’s digital transformation.
The agreement was revealed at the Summit on European Digital Sovereignty in Berlin.

The partnership involves SAP bringing its enterprise application expertise together with capabilities provided by key French technology companies.
SAP through its subsidiary Delos Cloud has entered into a Franco-German alliance with Bleu to bolster Europe’s digital infrastructure. They have signed a mutual assistance commitment focused on technical and operational cooperation during crisis situations such as military conflict or cyberattack.
Bleu is a French cloud company that was founded by Capgemini and Orange in 2021.
Its agreement with SAP facilitates cross-border collaboration in early detection, analysis, defence and remediation of cyber incidents, aiming to improve resilience and digital sovereignty for the continent.
Meanwhile, SAP and Capgemini will deepen their cooperation through the launch of a Sovereign Technology Partnership.
Under this partnership, they will provide European organisations with access to enterprise data management services, cloud platforms, and agentic AI capabilities.
This effort is intended to further cybersecurity measures as well as accelerate adoption of AI-driven solutions across public sector and regulated industries.
An expansion of SAP’s strategic partnership with Mistral AI forms another component of this initiative.
SAP plans to offer Mistral AI’s frontier products through its Business Technology Platform (BTP), integrating services such as Le Chat and Mistral AI Studio into its sovereign AI Foundation.
This collaboration is set to provide what the companies describe as the first full sovereign AI stack for Europe, covering hardware, software platforms and applications.
SAP and Mistral AI will jointly design industry-specific AI applications targeting complex engineering and research challenges across sectors.
A dedicated sovereignty pillar will focus initially on German public services before potentially expanding to other industries throughout Europe.
The integration of Mistral’s AI capabilities into SAP’s European cloud infrastructure will enable secure deployments tailored to local compliance standards.
This series of collaborations forms part of SAP’s strategy to reinforce digital sovereignty within Europe through its Sovereign Cloud solutions.
The company has committed over €20bn ($23.1bn) towards developing sovereign cloud and AI infrastructure across local data centres.
In September 2025, SAP and OpenAI launched “OpenAI for Germany,” a partnership that combines the former’s enterprise application expertise with the ChatGPT developer’s advanced AI technologies to support Germany’s public sector.
